I spent, literally, over an hour fucking with this script trying to get the installation routine to finish and let me log-in. Only when I spent another 15 minutes digging around to find this post, WHICH ISNT EVEN PINNED TO THE TOP OF THE FORUM, did I get it to work. This "alternate location/approach" for 1.1.9 with regards to the conf.inc.php file isn't discussed ANYWHERE ELSE either on this site, in the doc notes, etc.
And no, I tried the link on teh final setup page and it STILL downloads the wrong conf.inc.php file. This is absolutely pathetic... I can safely say that phpwcms just took a quick trip to the bottom of my list of CMS options. Of all the CMSs Im considering this has been the most annoying by far.

there is the problem right there... inc_conf/ folder does not exist.
instead please use the words :new phpwcms install?
Don't forget to move setup/setup.conf.inc.php
to include/inc_conf/conf.inc.php.
rename the setup.conf.inc.php to conf.inc.php
and place config.inc.php in the config/phpwcms/ file folder
