download problem

i cnahged my host and when i whant setup my script in new host every thing is good but when i whant download config.php file at the end of setup progress i cant and dont download anything also when i edited config.inc.php manualy and upload it every thing is ok but i cant download any file from site ?

in this page any pdf file dont download correctly
i check file Permissions and they are correct
i dont now what happen
please help me

please check file size are yor downloaded file sitze is correct?

also at the end of setup progress i cant download confic.inc.php via script
and i edit confic.inc.php manualy and upload this file via ftp client
in my new hosting safe_mode = On in php config
mabe problem is for this config?

so try to turn the save_mode Off with a file named php.ini with this content

this file dosnot exist in my home directory

when i use direct link to file for download all thing is fine and file download is correct for simple this:
http://www.dadhor.ir/phpwcms_filestorage/1/1_10.pdf
but when i use phpwcms the download isnt correct

i do this but noting changed and the problem are there
my host run redhat linux an i think this os are not compatible with php.ini file for config
