dbdown.php

dbdown.php is displayed automatically if your database is down/does not respond. Instead of showing you mormal layout witherror messages or missing content dbdown.php is displayed automatically be phpwcms. You can customize this page you fit your site. I have had this a few times as well and it often was only a matter of minutes until everything was back to normal. So I think it's inportant to customize dbdown.php in a way that encourages people to try again in a few minutes.
If this lasts for a longer time it is worth checking with your hosting company whether there is some fault with their service. Of cause it also can be doen to your settings in phpwcms. But if it used to work before with the same settings then those are fine.

I think it's most likely a server problem, as you said that it worked perfectly before. (see last two sentences in my above post)

i think it is a server problem. call your serveradmin. of course the db is down as mentioned above.

Was it a server problem? Sounds like the mySQL service may have crapped out and needed to be restarted or something like that.
