Use of frames

When I scroll down in the frontend the whole site disappears from my screen. The menu and the top banner. Is it possible to fix these 2 colums so that only the content page (frame) scrolls down and where the top part disappears underneath the top-frame?

Not planned. Use floating layers/divs ;-)
