newsletter no queing - can't send

Hi Forum,
I searched quite a bit, but it seems that most users got a problem with just sending the newsletter. My system (1.3.9) won't even que the mails. EMails are aktive to receive all newsletters.
I checked the mail settings in the config already. Also I get the green info that the newsletter is set on the queing list.
Any sugestions?

[EDIT] I tried it the same way on a similar istallation (v 1.3.3) and it works like a charm.Could it be that there are some files missing. And if, where can I find the files responsible for newsletter? I think I'll try an update to the latest RC. [/EDIT]
