Strange problem!

Warning: main(): Unable to access /home/www/public_html/portalas/include/inc_conf/conf.pagelayout.inc.php in /home/semplas/public_html/portalas/include/inc_front/content.func.inc.php on line 131

what's with this problem, all permissions are set..how can i solve it??

Is the path correct?

/home/www/public_html/portalas/

Is the path readable?

Is this file existing?

What permissions does this file have - CHMOD 644 is enough for conf.pagelayout.inc.php - for directories "include/inc_conf/" 755

but the permissions form each file is good, I checked every step in the instalation guide. I instal only phpWCMS without required scripts, but it makes no point.
Looking forward to solve this problem, cause phpWCMS seems rather great program..
