Special Characters changed in code

The special characters I used in the content parts,
I didn't write them in code, but normal as character.
This normally isn't a problem. BUT…
All the special characters changed in code in the content parts.

I have to re-write all special characters,
and now I'm still building the site, but what if
the customer has to do that with all of his text.

Can anybody explain to me what happened?

I give you an example.
I typed ‘Tomorrow’s elite?’
And the result was…
Ã¢â‚¬ËœTomorrowÃ¢â‚¬â„¢s elite?Ã¢â‚¬â„¢
It was shown online as this but the problem
lies in how it is saved.
