images missing

did upgrade from 1.1 RC4 to 1.3.3

Instead of installing 1.3.3 on top of the old version i untarred new version files and copied some folders from old version to new version.

Ran upgrade. Most things seem fine, however, all the images which were in filestorage do not seem to have been moved to the new location. the first time i ran filestorage upgrade it gave errors. I proceeded to do all the other upgrades, including sql stuff, then ran again and it seemed to do something. If i run it now, it does not move files.
