phpwcms Version Information error

Hello All,

When I upgraded to version 1.2.6 I got suddenly the following message about the PHPWCMS Version Information:

Unable to open connection to phpwcms Server, reported error is:
Connection refused

I upgraded now to version 1.3 and still this error appears.
I have other websites running via this PC and there I haven't got this message. So it can't be my PC that is blocking the connection.

Has anybody got the same error and a solution for it??
