install problem

I am trying to install on localhost, I entered the database username details no problem, it then sends me to a index file with the orange head part asking me to delete that, so I deleted index.html out the main directory, left the php index file there, then i deleted setup/setup.conf.inc.php,
now when I go to phpwcms/index.php it sends me straight to a page on this site saying Don't forget to move setup/setup.conf.inc.php.

But I have deleted that, can anyone tell me what I am missing. I have php5 and a recent version of sql.

have you deleted ore renamed the folder setup?

No have not changed the setup folder at all, Just in case i was meant to I did just rename it but with same result, does my problem sound like an issue with this folder.

just pointed the browser at my local setup /login.php but it still send me straight to http://www.phpwcms.de/dbdown.php
Maybe I should delete and try a fresh install
