error in ADMIN cut/paste site-structure item

First I cut a site structure (to move a button to some other place in the menu). When I try to paste that cut site structure I get the error:

You don't have permission... in: /include/inc_act/
So some rights maybe wrong.

But when I refresh the admin page, it seems that the paste did have happened succesfully.

Any suggestion on php file the "don't have permission" message applies? I tried setting all the files in /include/inc_act/ to 777, but no go ;-(

Any clues?
