can phpwcms be adapted for my layout sample?

First of all: thank you Oliver for this great cms. As a very beginner I'm asking if phpwcms can be used for this layout:

I think that depends on how much work you are willing to put in :)

take a look at the link below to work out if you can reproduce your layout within the areas defined.

Are the horizontal words in the HEADER, links or a second menu?
if they are links then you have a simple and straight forward layout to reproduce. If they are menu items then this is still posible but will require some more work.

I have not tried to use a horizontal menu ut have seen it done with phpwcms

The horizontal menu is the main menu. On the left side - under the pagetitle - could be some submenus. But the sumbenus have to be right adjusted. as a compromise I can give up the horizontal menus and put the hole menu on the left side

I'm sure you can maintain the menu structure as is. I would think you would use the Horizontal as links to the pages that contain the relevant vertical menu structure.
as for the style/justification of the whole site as well as the menu's then this is controlled by you within the .css files you use.
