Setup error!

hi!

I am having problems to install the script: Can you please tell me what I am doing wrong?
I am testing in my localhost so I am root and I dont have password.
Can you explain me this variable:
$phpwcms["db_prepend"]

// database values
$phpwcms["db_host"] = "localhost";
$phpwcms["db_user"] = "root";
$phpwcms["db_pass"] = "";
$phpwcms["db_table"] = "dynamic";
$phpwcms["db_prepend"] = "";
$phpwcms["db_pers"] = 1

I am getting this error all the time:
new phpwcms install?
Don't forget to move setup/setup.conf.inc.php
to include/inc_conf/conf.inc.php.
