external chat?

i was wondering if this was possible somehow, and if someone could help me do it.

atm. the internal chat is only used my admins or those who have admins rights to communicate with eachother.
I was thinking if it was possible to make another page exactly like internal chat, but called external chat, and then in and article the replacement tag {chat} will be replaced with a chat box similar to the one in the admin interface (just only the textbox, button and text, and the lines stuff)

As for members, i think only registered members should be allowed to chat, so if it also could have a login page that has a link to the register page (and redirect to it if the fields are left blank) and if the visitor then has registered they are allowed to login to the chat.

this may sound complicated, but i did my best to explain what idea i had.

P.S. in the admin panel the external chat should have timestamps, and work as a log system, but where admins can chat thru instead of going to the external chat page
