Seeking a Personal Web Page Mod

Can anyone tell me if there is a way to allow a member to have only one webpage (nesting in the phpwcms site) that will allow them to create a single page personal site...

What I am wanting...I run a small political site and I want to allow candidates to have a single page that will provide the following:

Their name and contact info
A picture
A Narrative
Some Links
And misc

all within a page in my CONTENT area! I would love it if this was automated in some way...A login so they can manage their own site.

This will probably be a simple task when the permissions system is completed - not sure when that will be, though.
