think that your Path-Settings in conf.inc.php are not correct
this Part '..../public_html/public_html/....' look strange to me

but i still get an error while trying to log in:
Warning: Cannot modify header information - headers already sent by (output started at /home/villapip/public_html/include/inc_conf/conf.inc.php:85) in /home/villapip/public_html/login.php on line 142

i Have checked the permissions like in the Doku, it seems they are right, but its still dont working

try to do the SQL-Updates ind ../setup/upgrade.php
clear the cache in Backend-Admin if you use 1.2.4 ? or was it since 1.2.3
