CSS in {NAV_LIST_TOP} is missing top border line?

Hi all,

I am using the {NAV_LIST_TOP} for my nav menu and probably due to a bug in IE, the top border line is missing, though it is okay in Firefox.

Does anyone know how to fix this in the CSS?

Only when i include   next to the {NAV_LIST_TOP} it shows up but this cause it to display with a large spacing at the top. I know this is probably a very common question but i can't locate this anywhere on this forum.
