Install problem with 1.2.3-DEV

I've installed, and re-installed 1.2.3-dev to try and fix this problem with no luck.
When I install and try and login in I get redirected to this page
http://www.phpwcms.de/dbdown.php
I've checked and rechecked my db settings and they're fine as far as I can tell.
Any ideas?

Update:
Now I can get to the login screen, but when I try to login I'm redirected to
http://www.phpwcms.de/login.php
So I definitely have a paths issue.
Also, I'm getting this on the index.php

Another update -
When I attempt to login using the correct username and password for the admin account, I get redirected to
http://www.phpwcms.de/login.php, if I attempt to login with an incorrect username/password there is no redirect. I just get the message telling me the "Errors during login!"

Hi,
A few days ago my hosting provider moved my space to another server, and I got that "dbdown.php" thing. I solved the issue by adding % to the host list with CPanel. I believe that MySQL server moved to a different IP.

That makes sense.
I believe my problems are with my hosting provider as well and I can't get word one of support from them.
