Failure calling existing files in 1.2.3 after backend login.

My problem in a test install of 1.2.3: Following log-in to the backend I get this at the top of the page:

Permissions are as recommended - or looser. My server does not offer Imagick support - so this is set to '0' in configuration below. Not sure why it is being summoned. All files exist. phpwcms.php problem more serious. Also unable to enter settings in css and have retained. (Haven't tried much else.)

Any help would be appreciated,

Buried in all the info in my post above was a request for help resolving this problem. If the developers or others can offer any guidance, I'd appreciate it very much.
