What is the purpose of filecat?

I mean I can create subdirs and then make also categories?

This is something I developed for a customer. If phpwcms is used as file archive this is pratical. These filecats can be predefined as needed. So no user can upload any file without an additional "keyword". It is not really neccessary for the content management system.
