why separate Layouts and Templates ?

I'm new in phpwcms, and I find it very useful for medium-size websites. But the only thing I wonder is: why there is separation between layout of website and its template? Can somebody show me some advantages of this solution? Maybe it's really good and I can't simply make it useful.
That's what I think:
Now when I have more complicated site design ("more" - means consists more complicated structure than Header Footer Main Right Left), it's hard for me to make phpwcms useful. I think it'd be more flexible if there was one section for such things. Within this section you'd be able to put all your html code into one textarea and within the code you could use marks like {RIGHT}, {LEFT} etc. Then you'd have more flexible page design, I think. Obviously you can have more than one template.
