tutorial for frontend_init / frontend_render?

hello
does anybody have the time to wrote an little tutorial how to create new tags or something else with the frontend_init and frontend_render!?
i would do this if i would know how this works, and if i would have php/mysql codeing experience!

I wanted to realize a MOD that makes a website suitable for different resolutions. OG mentioned this has to be done by using frontend_init scripting.
Unfortunately almost all MODs on the brenner forum have been realized by frontend_render. I have almost no examples and the topic "General Information for Developers (Standards&Guidelines, Mod&ID list)" is very basic too. So now I do not have any idea how I should make such a MOD.
This is the script that has to be translated to a MOD:
