TCPA

Hi ppl,
as I have to write an assignment that has to do something with
TCPA I'd like everybody here (specially the Germans) to give
me every good and if possible objective scientific information
about TCPA.
The point is that have to show what is the power of TCPA for the
big companies as MS HP etc. Is this a change of power is this a
total control (as the panopticon by Michel Foucault) ?
