Setup script checking php settings

Oliver,

Can you enhance the setup script to check some important php settings on the domain, for example safe mode.

The other requirements for running phpwcms are pretty clear, but some specific settings give some trouble running thumbnails for instance when safe mode setting is on!

This will definately give the forum some air when less support questions are asked.
