I am unable to add any users....

I add the user, set the password... go to login and ....nothing...

It comes right back to the login screen.

The admin user works great, but, everyone is not an admin.

Could be a permissions issue. The default install routine (in my experience) did not set all the file/folder permissions properly. You might start by checking the permission requirements which are documented on http://www.phpwcms.de/
