Yes! Again: troubles creating admin account

Hi,
Although I'v spend about an hour or 2 reading topics on this forum, I'm still not succeeding in creating an admin account. It keeps giving the message:
Check your admin user name and password!
All the tables are created
No capslock or wrong password
All the permissions correct
Can anyone help?
