On my server it´s running a php version 4.3.8
safe_mode off
register_globals=on
session.use_trans_sid=on
all directories set to 777 and the respective files to 666

I cannot login and the following error message appears:

We are sorry!
For service reasons the system is temporarily not attainable.

Visit us later again!

I dont to visit again - I want to have a clean login.

Can sombebody help?

Lucky. You have a message.
I set new wcms. And all db settings is right (I'm sure).
But when I trying to start http://***.***.ru/test/login.php , get the blank page.
I've checked right for login.php , all set OK.
Don't know what to do.
