Is there any way to implement multi language system? (I think tis is not built in?)
Or is the only way to install phpwcms for each language?

create 2 different templates! and use the {NAV_TABLE_CLOUMN:x}
lang1
-home
-level 1
-level 2
lang2
-home
-level 1
-level 2
you will find a lot more if you search for the {NAV_TABLE_CLOUMN:x} Tag.
