fckeditor downloads instead of renders [solved]

I wrote about this problem on this board over a year ago and no one responded so at the time I thought that it was a problem with an older version of phpwcms or the server. Since I usually don't use the editor or create new articles it was just an annoyance.
When I enter any area in phpwcms that has a wysiwyg my browser downloads "fckeditor.html" and the editor isn't on the page. I've gone into the config and disabled the editor (put it to 0). This is a clean install of 1.4.5. I've reuploaded the includes folder and forced ascii instead of letting the ftp client determine which format. None of these fixed the problem. I tried on three different browsers, Camino, Firefox, Safari. The server is a cpanel configuration of Linux CENTOS 5.2 i68
I've spent about 4 hours (this time) trying to find something that would at least point me towards a problem with the cms configuration, browser, server setup, nearly anything but with no luck. I started to ask the support at my server, but I'd like to know what could be causing it before I bother them.
Does anyone have any ideas? Anything?
