About to show my ignorance here.

Do I need to change this _.htaccess
to this .htaccess

to get .htaccess to work in Apache?

I'm trying to get the rewrite to work and this is my last option.

Yes, make a copy of it and name it ".htaccess". Read the comments inside and edit accordingly. If phpWCMS was not installed in your website "root", you should place this copy in the folder that is the phpWCMS "root" and edit as directed.
