Need to find the way to parse an XML feed

I am looking for a way to integrate and present this XML file, fetched hourly on my site.
Wish I could use the RSS CP and format an RSS template like "template/inc_cntpart/rssfeed/default.html" to present a selection of targeted cities' weather conditions.

This has to be done custom.

Parsing an XML is not so difficult - but most XMLs are different...
