Size of window restricted to screen resolution on windows

WHY on windows the window size on the screen is limited to the resolution of the screen?

WHY on windows I CAN'T DRAW A WINDOW wider than the resolution of the monitor?
It's absolutely sickening.

get yourself a second monitor and extend the desktop to the second one. Now you can draw a window let's say 3840 x 1200 for example... ;)
