Edit files in public folder

When I build a file structure in the file menu with user X, the files are all within user x's personal structure. User Y can do the same. The public option makes that the user can see both their files.
I would like to have a central folder structure where more than one user can upload files.
At this moment, both users X and Y are building the same structure within their own privat part of the file menu and no files can be shared or managed by an other user. I find this very disturbing.
My advise is to enable a central structure within files and build an autoriation part within admin to grant users access to this shared space, or let them use their own space. But then I can decide this myself.
