config file and phpwcms not working

i upload my files and web-instal phpwcms . it didnt show any error. when i download config php downloads a blank file. i tried to configure file manually but even all of my settings are true there is nothing working on my site

- Linux/Windows
- php version
- Apache/ISII
- All folder- and file permissions set right. -> http://www.phpwcms-docu.de/installation_en.phtml
- Which config file you have downloaded? (/setup/setup.conf.inc.php)
- Login ok?
