How much will it cost to get the shop module finished?

After weeks of rewriting zen cart templates - read a templated system where layout also exists in the core code - I would really like to roll out sites using the shop module.
Last time I used the shop module (1.3.5), I stalled at the shipping costs
Where are we at with the current dev release and how much money will it take to get this to a release candidate?
