I Am Amature Trying To Create A Flash Webpage, software need

I download macro media flash player, but I cannot open this xpt file. Do I need to buy it in order to attach afree templates and design a webpage with flash. There is any cheap software to design flash WebPages. I would like to design my website with a fresh more modern look, unlike basic html.
Much appreciated if someone can get me started!
