Multiuser Filemanagement/internal Filesharing

Hi,
I'm searching for a filemanagement solution, because I feel the phpwcms internal filemanagement doesn't fit my needs.

The filemanagement is used to store and share files between different people with different rights.

1. a super administrator who see/edit/delete/upload all files
2. a user (or more) who can create folders and upload/download own files and share files (private/nonprivate setting) with other registered users and set to public for download without login.
3. guest who download/upload files only from/to a special folder or to given folders.

I hope I describe it good what I mean.
It should be an exchange system for customers who want to store and share files that are too large to send via email mainly.

Maybe a mixture from freefilehosting applications like rapidshare or mediafire.com an phpwcms filemanagement ;-)

is there anything outside?

the best i know: http://owl.sourceforge.net/
we are working with around 4000 folders an around 200.000 files.

I'm using owl, too, since many years.

one of the best solution, i guess.
have a try.

installation was easier than phpwcms update-trouble....
but no way to combine both apps....
