New server, can login but no menus

I had to move my phpwcms to a new server. I got everything up and running, site comes up. When I go to log in, I log in using my username/password combination. It acts like it logged me in, but I have no menus.
Everything is working correctly, I just can't see the menus once I've logged in. I'm not sure where to look...
Thoughts?
Release 1.1-RC4 27-08-2004 is the version number of phpwcms .
I log in as webmaster, it says logged in users 'webmaster' but no menus appear....where did I go wrong, and how can I fix it?
