Phpwcms can’t read the template from database

I install phpwcms 1.2.8 on host. When I start my site I see dbdown.php. I change the parameter $phpwcms['db_pers'] from 1 to 0, After that the adminpage has loaded.
Than I create pagelayout and template and save it. Pagelayout sawed well and I can edit it. Template saved in database, but when I edit this template I see the blank template-edit page
Please, help me with my problem?
