Problem with setup (solved)

I get the strangest error
my config:
system: Linux move.broeken.nl 2.4.20-20.7 #1 Mon Aug 18 14:56:30 EDT 2003 i686
server: Apache/1.3.28 (Unix) mod_watch/3.17 PHP/4.3.3 mod_perl/1.28 mod_ssl/2.8.15 OpenSSL/0.9.6
php: v4.3.3
path: /home/domain/4149852068/www/web
error on step 1 and 2, i removed all the html_specialchars() then it's working:
site name: <input name="site" type="text" class="f11b" id="site" value="
Fatal error: Call to undefined function: html_specialchars() in /home/domain/4149852068/www/web/setup/inc/step2.inc.php on line 30
