not complete, but there is a port of Apples Webkit on Windows 2000/XP (need .NET 2.0 Framework!!) called SWIFT Browser in Version 0.2
I've tested it and it's a first step to have a new OS Browser beside IE,Moz an Opera (and to test your site, if you don't have a mac).
Swift crashes sometimes and it's not fully functional, but it runs here.
I'm not shure about the real safari rendering behaviour (the browser does not look like safari!!! but it use a port of the safari rendering engine!), because the user agent string looks like IE7. don't know why :-/.
