reading .tmpl files with php include into templates in 1.2.8

Hi folks

I try to read .tmpl files into my templates via <?php include ('file.tmpl')?> but they won't display, neither when I use {PHP:file.php} of course the files changed in php files.

This would be very handy for address data access-navigations or copyright data used in multiple templates

I have adjusted confic.inc.php but the data is not being rendered and I am not getting any error message.
