Perhaps you could change the standard link image for the first header link on the index page?!? A header image for the first page would be better, I think.

thx for the comments and... you're right! , I changed the index page header and removed the 'clicked-image' from commission consultative and replaced it with the 'not-clicked-image', thanks again for the input!!
