Hi janggu,
what type of installtion you are using:
1. local apache
2. local IIS
3. web apache
4. web IIS
----------
5. Have you set the correct permissons for files and folders?
----------
6. At the last install.step you have a full compliment of green boxes?
----------
7. Have you download and save the newly generated config.inc.php file to your config/phpwcms/conf.inc.php replacing the existing file?
(setup.inc.php at the setup-folder --> rename and copy that file to config/phpwcms/conf.inc.php)

Then it must be that the database settings in "conf.inc.php" are not correct. If so, and you cannot figure it out... please post it's contents (minus passwords).
Green boxes only mean that all questions were answered and in a format that phpWCMS could understand. It takes your answers, formulates an updated "conf.inc.php" for you to download & then you must upload (overwrite) the "default".
THEN it actually tries to -use- your answers to connect to your MySQL database at the path that you provided and with the username/password you provided, in order to create the tables and Admin account. If the dbdown.php is part of a URL containing yoursite.com. Then the user /pass or path are not right. If the dbdown.php is part of a URL containing phpwcms.de then you are not overwriting the correct file.
Keep in mind that you should not be trying to specify a username/pass of your own creation (that you want to use), but rather, the one from your Control Panel (or host) that has authorization to login to the database and create the above tables and Admin account for the phpWCMS login. (Did the tables even get created??)
