Users can't change article order manually with arrow button?

In my installation (1.2.6) if someone who is not admin tries to change the article order with the arrows buttons in the article center (when that option is the one selected in the category properties in site structure, of course) find it impossible to make any change with them...
Is that normal? Is it a bug?
