htmlarea - is it functional?

I see htmlArea 3.0 is included in the download and there is a script that is supposed to invoke it, but on (Win XP) my setup it does not come up on either IE6.0 or Firebird 7.0. htmlArea does work with other scripts I have.
I am wondering if this is only my phpwcms setup or the htmlArea editor is not
yet functional?

Maybe you have the same problem like I had
- the JavaScript that sets the width/height for HTMLarea when loaded in phpwcms was not added to the right patch package (where the latest HTMLarea 3 is included). Download the current _C patch.

I re-installed the 10-11-RC1 zip and then the _c patch. Next, I copied the .js file from the patch to the phpwcms directory but
htmlarea still does not work for me.
Any other thoughts on what might be wrong?

I copied int in the ../include/in_js directory.
I also re-installed the latest 11/11 version, which I think incorporates the patch, so I did not aply any patches. It still does not work.
I also have another CMS that uses htmlarea on my PC and it works fine.
I just can't figure out what's wrong.

Is there a javascript error when loading the HTMLarea editor? Maybe read access to the folder for normal webbrowser not set correct. Can I test it?

The htmlArea editor is not loaded at all, from what I can see.
I don't see any delay either to load htmlArea when I hit
"add content part".
Also, there are no js errors at all, as if there is no attempt to run htmlarea.
This is all installed on a laptop behind a firewall.
Maybe I can turn on some tracing or debug, but I don't know how
