Looking to setup in specific way

Hi all.

Never used this before so bear with me.,

I am looking to have something that does the following.

1. Admin adds all website contents.
User accounts created, and each user has a custom header graphic (their company logo) but all content for each user remains the same for all.

User can add and create new pages for their specific login that no other user can access.

Can I do something like this using WCMS?

Summary

All contents setup generic for all users
All users when logged in have their logo display in header
All users can login and add their own pages?
