Config Folder Missing?

Hello,
I went through the whole setup process for VERSION 1.2.5-DEV and connected to the database just fine. When I got to step 5 everything from "frontend content" to "frontend pages" and "index level settings" came up "FALSE" and when I pull up the index.php page I get this:
When I check there is no config folder on the host or in the files I downloaded for installation. Does this seem strange? Where can I get them? Or is there something else I've done wrong?
