Hmm... I see safe_mode is "on"
That could be causing problems. You most likely don't have access to "php.ini". Lemme look again for a minute...

what is "current" chmod value for dir "/include" and subdirs??

it works now! I forgot to CHMOD on subdir!!!!!! stupid me!!!
PS--should they be 777 or 755????

It's appears like a session problem. The first thing it chokes on is:
require_once ("include/inc_conf/conf.inc.php");
