issues with image upload and inserting images in content

I'm sort of new to phpwcms and have gotten it installed and a basic site up and running, however I cannot figure out how to get the images to work. Each time I go to upload an image it shows up as broken and I get the error

"Fatal error: Call to undefined function: imagecreatefromjpeg() in /usr/home/steamboatstars/public_html/wcms/include/inc_ext/ss_image/ss_image.class.php on line 90"

When I try to "Browse The Server" for the image a huge screen opens but only says ï»¿ up in the upper left hand corner

My server admin thinks he knows what it is, but needs to know if its ImageMagick or GD

Any help would be much appreciated! Thanks!
